Unable to save OCR/EAMS form

I am unable to save OCR / EAMS documents. When doing a stipulation, and I hit the red "Save to Disk" button, a page opens in my internet explorer stating:

Internet Explorer cannot display the webpage

What you can try:

If I close the form, it asks do I want to close without saving. Since it would not allow me to use the Save to Disk button, I'm forced to say yes. And the form is in fact not saved.

What's going on? I'm having to redo an entire stipulations, so at the moment, I'm not a happy camper.

Internet explorer is working fine. It's not that. I wouldn't be able to view this website or post this question if it wasn't. This has been going on for a few weeks. What else could be the problem?
